Pakistan Begins Formation of Federal CERT Under Cyber Security Framework 2026

Pakistan has begun the process of establishing a Federal Computer Emergency Response Team (CERT) as part of efforts to strengthen the country’s national cybersecurity infrastructure.

Pakistan has initiated the formation of a Federal Computer Emergency Response Team (CERT) under the country’s National Cyber Security Policy Framework 2026, marking another step toward developing a coordinated system for responding to cyber threats.

The initiative is intended to improve coordination between government institutions and other entities during cybersecurity incidents, including cyberattacks, data breaches and other digital threats.

Federal CERT to Strengthen Cyber Incident Response

A Computer Emergency Response Team is responsible for coordinating responses to cybersecurity incidents and helping organisations identify, contain and recover from digital attacks.

Under the proposed federal structure, the CERT is expected to serve as a central coordination point for cybersecurity incidents affecting government and critical digital infrastructure.

The initiative forms part of Pakistan’s broader effort to establish a more structured national cybersecurity ecosystem as the country’s reliance on digital services continues to increase.

Cybersecurity Framework Introduces Coordinated Structure

The National Cyber Security Policy Framework 2026 provides the broader structure for strengthening cybersecurity governance and incident response mechanisms in Pakistan.

The framework places greater emphasis on coordination between different government bodies and institutions rather than relying on isolated cybersecurity responses.

A federal-level CERT could help streamline the exchange of threat intelligence, cybersecurity alerts and incident-response information among relevant organisations.

Growing Need for Cybersecurity Infrastructure

Pakistan’s increasing dependence on digital platforms, online financial services, telecommunications networks and government technology systems has increased the importance of coordinated cybersecurity capabilities.

Cyber incidents can range from phishing and malware attacks to ransomware, data breaches and attacks targeting critical infrastructure.

A central incident-response mechanism can help organisations respond more quickly by providing technical guidance, coordinating information and supporting recovery efforts.

CERT Network Expected to Support Broader Cybersecurity Ecosystem

The federal CERT is expected to operate as part of a wider cybersecurity structure involving government agencies, sector-specific CERTs and other relevant organisations.

Such a network can allow cybersecurity incidents to be escalated to the appropriate authorities while enabling information about emerging threats to be shared across sectors.

The development could also support the creation of more consistent cybersecurity response procedures across government institutions.

A Step Toward Stronger National Cyber Resilience

The formation of the Federal CERT comes as Pakistan works to strengthen its digital infrastructure and cybersecurity capabilities.

As more public services and economic activities move online, the ability to detect, coordinate and respond to cyber incidents is becoming increasingly important.

The implementation of the 2026 cybersecurity framework and the establishment of the Federal CERT are expected to play a role in shaping Pakistan’s approach to national cyber incident response in the coming years.
